County Council Highlights
Leg Shackles on Hospital Runs (13669-25, NO) - This ordinance would amend the county code to allow for the use of leg shackles by Allegheny County Jail staff on hospital runs. We have heard months of public comment on this item from correctional officers, Warden Wingard, and the public. I ultimately voted against the initiative for 3 main reasons:
The ordinance was not supported by the Warden.
The ordinance removes the decision of whether to place restraints from hospital staff. Hospital staff already have the ability to place soft or hard (leather) restraints on patients, and they are best equipped to do so to maximize patient, staff, and public safety. The restraints they use are also more appropriate for patient care than handcuffs, and they have the ability to remove and reattach them as medically necessary.
This ordinance contradicts the stated will of the voters. In 2021, 70% of people voted in favor of the referendum this ordinance seeks to change. While I think most people did not have leg shackles in mind specifically, from talking to constituents in recent months, it is clear that the referendum passed so overwhelmingly due to broad spread concerns about misuse of tools such as shackles. For these reasons, I voted no on the ordinance. Ordinance failed 2-12 with Betkowski and Walton as the 2 yes votes (Naccarati-Chapkis absent).
Air Quality & Asbestos Fees (13228-24 & 13229-24, YES) - These bills would increase the fees associated with asbestos abatement and air quality permitting so that the companies applying for the permits would bear the cost rather than County taxpayers. After over a year of discussion, I was happy to see this item finally brought to the floor and voted yes. Both bills passed 13-0 (Betkowski and Filiaggi absent).

Upper St. Clair and Mt. Lebanon both put together wonderful celebrations to honor those who served in our armed forces on Veterans Day.


As a member of the Bethel Park Volunteer Fire Company, I extend my heartfelt condolences to the family of past Chief Dan Moore. The celebration of his life was beautiful, and I was honored to attend.

Across District 5, Allegheny County, and all of Pennsylvania, voters turned away from right-wing extremism and chaos, embracing thoughtful, results-driven leadership that’s focused on progress and practical solutions. I look forward to having the opportunity to work with both the newly and re-elected members of Council to best serve the people of Allegheny County.

Finally, Some Personal News…
Cassie and I are overjoyed to announce the birth of our son, Arthur. Both Cassie and Arthur are doing fantastic, and we are adjusting to life as a family of three. We want to extend a huge thank you to the staff at UPMC Magee for their unparalled level of care. You’ll likely be seeing a bit less of me in the coming weeks and months, but I’m still committed to providing the same level of representation you’ve grown accustomed to.
